Trump's Woke Warning Misses The Continent's True Threat: Technological Decline.

The recent US security policy document offers a flawed assessment of Europe. It claims that unrestrained immigration and so-called "progressive" agendas pose an grave threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the situation. The actual danger facing the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Between the US and Europe

The data paint a sobering contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent growth for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even Mississippi now has a higher per capita income than major EU nations like France and Italy.

Today, roughly 50% of the global 50 largest tech companies are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Question

The growing disparity is driven by stronger efficiency gains in the United States, fueled by technological innovation and better use of resources. The landscape of global tech leadership is decidedly US-centric. In the last five decades, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in Europe.

This disparity raises a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Experts widely agree it is largely a contest between two between the United States and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a product under a single regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to propose substantial change. Notable reports on European competitiveness and the single market point to the need for major reforms.

Given appropriate incentives and regulatory reforms, these assets could support much higher degrees of commercial innovation.

Europe retains considerable advantages: skilled human capital, excellent schools and universities, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in world influence.
