British Broadcasting Corporation Gaza Programme Considered a 'Significant' Infringement of Media Regulations, States Broadcasting Watchdog

The BBC was found to have committed a "major breach" of industry standards by not revealing that the narrator of a documentary about Gaza was the child of a Hamas official, as determined by British broadcasting authority Ofcom.

An inquiry by Ofcom into the programme Gaza: How to Survive a Warzone has found that the programme was "significantly deceptive".

The BBC's director general had earlier expressed regret, saying there had been "a significant failing in relation to accuracy".

The authority has directed the corporation to broadcast a evening declaration about its conclusions.

"Given this constitutes a major infringement of our rules, we are directing the BBC to air a message of our conclusions against it on BBC Two at nine o'clock in the evening, with a timing to be confirmed," the regulator stated.

'Risk to Erode Credibility'

The regulator's report said: "Our probe concluded that the programme's lack of disclosure that the voice's father served in a post in the Hamas-run authority was substantially inaccurate.

"It meant that the audience did not have vital facts which may have been highly relevant to their evaluation of the narrator and the details he provided.

"Trust is at the core of the relationship between a media organization and its public, notably for a state-funded media outlet such as the BBC.

"This oversight had the risk to undermine the significantly high amounts of credibility that the public would have put in a BBC factual programme about the Gaza conflict."

The film was removed from the online platform in the month of February after the presenter's personal associations were revealed, and in the month of July an broadcaster's internal assessment determined it infringed the broadcaster's editorial guidelines on factual correctness.

A BBC spokesperson said: "The Ofcom ruling is in accordance with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on truthfulness, which aligns with regulation 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we comply with the authority's determination in its entirety. We will adhere to the sanction as soon as the date and language are confirmed."
