An Alert to Keir Starmer from His Own Past: If You're Not Bold on Britain's EU Exit & the EU, Your Party Challengers Shall Be.

Seven years ago, it took just a short phrase to energize the party's annual gathering demonstrating Labour was falling out of love with its then leader. While not precisely soaring oratory, the phrase were greeted with rapturous applause as delegates stood for an impromptu ovation.

As the commotion died down, Keir Starmer, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". But context is everything.

During that deeply polarized period in 2018, departing from the prepared script like this was always going to be seen as issuing a challenge to the party leader, who sought to prioritize Brexit voters in key constituencies over the Europhile sentiments of his party. In just one speech, this grey-suited opposition Brexit spokesman underwent a transformation – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against a leader he later succeeded.

The Shift in Position & Settled Issues

In the years since, much has happened, especially for Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue was resolved by the 2019 general election. During the most recent campaign, he repeatedly emphasised unbreakable pledge commitments that forbade rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has focused on winning pro-Leave voters in key seats, despite survey data indicates many of them have died or changed their minds.

Pressure Building on the EU

However, the tables have turned and the prime minister’s turn to face the pressures of being a Labour leader. And, if Europe is no longer the boiling pot of British politics, a lid that has been kept tightly sealed for five years is starting to loosen again.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation caused by Brexit has caused to Britain's economic standing. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions his flagship policy was once his singular purpose and remains his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has left Britain with a national economy that is between 6% and 8% smaller than if it were still in the EU, towers over the minor adjustments thus far implemented by the government. The PM's much-touted re-set deal agreed with Brussels last summer offers economic benefits measured in fractions of a percent.

Cabinet Divergence and Ambitious Proposals

Rachel Reeves is one of those attempting to bypass entrenched Home Office resistance to a broader scheme of a growth-enabling youth mobility scheme by which youths can move between the UK and the EU to study or work.

The deputy prime minister has pondered publicly regarding the clear advantages of joining an EU customs pact, while a dozen Labour MPs, including the chair of the Treasury select committee, recently voted for an opposition proposal on customs union membership.

While the Europe minister, the minister in charge of EU policy, who is now attending all cabinet sessions, maintains the firm boundaries are still in place, there are ways to work around them. A proposal would be to declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the next manifesto, with implementation only if securing a fresh mandate.

The Prime Minister's Fundamental Scepticism

However, Starmer has most recently pouring cold water again by warning a return to an EU customs arrangement would “unravel” the trade pacts with the US, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts run even deeper, stemming from several key concerns.

  1. Firstly, he thinks any customs union agreement has been made much harder as ministers are busily de-aligning from European rules in numerous policy areas, including the environment.
  2. Second, the prohibitive cost demanded from Britain to join the EU’s new defence fund and the ensuing failure of negotiations has led UK negotiators that European nations are less interested in offering favorable terms with Britain and are more focused on demonstrating that Brexit does not work.
  3. Thirdly, America's latest security doctrine, which has been welcomed by Moscow, is seen by some influential figures in Number 10 as grounds for the UK to keep its distance from Europe.

An Alarming Strategy & Strategic Considerations

This strange and concerning document claims Europe faces “civilizational erasure” because of Muslim migration. It contains a single mention of the UK, placed beside a proposal that the US government may interfere in our politics to encourage the rise of nationalist movements.

But, far from concluding that this renders the US an unreliable partner, ministers reportedly fear that aligning closer with Europe could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter & The Ghost from the Past

All of which brings us back to the conference of 2018. Starmer has always said his speech was not an attempt for the leadership but simply an attempt to keep open the possibility of remain in a future vote. Indeed, in those days, he still supported a tailored trade agreement of the kind he currently seems to reject.

But it’s not been lost on the Prime Minister's office have noticed that Wes Streeting, who just about everyone assumes would stand for the leadership, is part of a clutch of cabinet ministers letting it be known they want to go further on Europe.

Staff for Angela Rayner, another probable runner in a future race for the top job, maintain she won’t discuss her stance on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Danger and A Wise Memory

The danger is obvious. Should the PM reject more meaningful steps towards EU alignment, he allows rivals to occupy the space where most of Labour MPs, members and voters are to be found.

It would be wise for Starmer to remember the impact that a short phrase had for him in 2018. There are options for a major proposal on Europe which the PM ought to consider; he should prise them open himself, before someone else adopt them as their own.
